Mr Lionel Yee
Mr Lionel Yee graduated with a Bachelor of Arts in Law from Downing College, the University of Cambridge, UK in 1988 and obtained a Master of Laws (International Legal Studies) degree from the New York University, USA in 1999. He was admitted as an advocate and solicitor of the Supreme Court of Singapore in 1993.
Mr Yee started his legal practice in the Attorney-General’s Chambers (“AGC”) in 1991. He has held appointments in the Civil Division, the International Affairs Division and the Criminal Justice Division of the AGC and in the Ministry of Law. He was the Director-General of the International Affairs Division from 2008 to 2012.
Mr Yee served as the Second Solicitor-General from 1 Jan 2011, before being appointed as Judicial Commissioner on 1 Feb 2013. He was appointed Senior Counsel in Jan 2013.
Mr Yee was appointed the Solicitor-General on 1 Feb 2014 and assumed office as Deputy Attorney-General on 14 Jan 2017.
Mr Tai Wei Shyong
Mr Tai Wei Shyong is currently Deputy Attorney-General in the Attorney-General’s Chambers.
Mr Tai was appointed Deputy Attorney-General on 1 Jan 2021. Prior to that, he was a member of the Singapore Administrative Service, where he held appointments in the Ministry of Manpower (“MOM”) and the Ministry of Home Affairs (“MHA”), including Director (Labour Relations), MOM, Deputy Secretary (Security), MHA and Director, Internal Security Department.
Mr Adrian Chan
Mr Adrian Chan is Head of the Corporate Department and a Senior Partner at Lee & Lee. He joined Lee & Lee in 1989.
Mr Chan previously served as a Board Member of the Accounting and Corporate Regulatory Authority of Singapore (“ACRA”) and is the First Vice-Chairman of the Singapore Institute of Directors. He is also a director of Hogan Lovells Lee & Lee, the joint law venture between Lee & Lee and the international law firm, Hogan Lovells.
He is the Chairman of Hong Fok Corporation Limited and is an independent director of various other companies listed on the Singapore Stock Exchange (“SGX”). He is also serving as a director on Astrea V, which is a wholly-owned subsidiary of Temasek. In addition, the SGX has appointed him to its Catalist Advisory Panel to review Catalist Sponsor and Registered Professional applications.
He sits on the board of Shared Services for Charities Limited, which is a registered charity and an Institution of a Public Character, and on the Institutional Review Board of the Singapore Polytechnic. He has been elected to and continues to serve on the Executive Council of the Association of Small and Medium Enterprises as its Honorary Secretary.
Mr Chan has previously been appointed to the Corporate Governance and Directors’ Duties Working Group of the Steering Committee that was established by the Ministry of Finance to review and rewrite the Companies Act of Singapore. He has also co-authored Singapore’s first “Annotated Code of Corporate Governance” for Lexis-Nexis that is published in Woon’s Corporations Law.
He has served a 10-year term on the Pro-Enterprise Panel, chaired by the Head of Civil Service and supported by the Ministry of Trade & Industry, which addresses feedback from the private sector on unnecessary or outdated government rules that hinder businesses and stifle entrepreneurship with a view to eliminating red-tape. In addition, he has been appointed the Honorary Legal Advisor to both the Singapore Institute of Engineering Technologists and the Singapore Optometrist Association.
Mr Chan was appointed to the Audit Committee Guidance Committee, established by the Monetary Authority of Singapore (“MAS”), the ACRA and the SGX to develop practical guidance for audit committees of SGX-listed companies and raise corporate governance standards, and was appointed by the Corporate Governance Oversight Committee (comprising the MAS, the ACRA, the SGX and the Commercial Affairs Department) to the Working Group to review and update the Guidebook for Audit Committees. He has been appointed by the Public Accountants Oversight Committee to serve on the Complaints and Disciplinary Panel of ACRA in administering the Accountants Act.
Mr Chan served on the SPRING/CPIB Working Group to develop the ISO 37001 Standard on Anti-bribery Management Systems and on the Working Group and Steering Committee that developed the Singapore Stewardship Principles for Responsible Investors. In addition, he has served on the Lemon Law Taskforce set up by the Ministry of Trade & Industry and The Consumers Association of Singapore to make recommendations to the government on the scope and form of lemon laws in Singapore. He has also served on the Taxpayers Feedback Panel of the Inland Revenue Authority of Singapore.
Ms Goh Swee Chen
Ms Goh Swee Chen was the Chairman of Shell companies in Singapore from 1 Oct 2014 to 31 Dec 2018. She joined Shell in 2003 as the Chief Information Officer covering Asia Pacific, Oceania, and the Middle East. She served multiple roles during her professional career in Shell, including leading Fuels and Lubricants in Asia Pacific and Middle East and City Solutions, New Energy globally. She retired from Shell at the end of Jan 2019.
Ms Goh had, prior to joining Shell, worked in various portfolios at IBM and Procter & Gamble. Other than Singapore and Malaysia, she had worked and lived in New Zealand, Australia, US (Austin), Japan (Kobe), Netherlands and China.
Ms Goh graduated in 1982 from the Victoria University of Wellington, New Zealand, with a Bachelor of Science in Information Science. She was awarded a Master of Business Administration in 2003 by the Booth School of Business, University of Chicago.
Ms Goh serves as Chairman of the Nanyang Technological University Board of Trustees and the National Arts Council. Ms Goh serves as a Board Member of Singapore Airlines, the SP Group, Woodside Energy Ltd and the Centre for Liveable Cities Ltd. Ms Goh was appointed a Justice of the Peace in Apr 2018. She received the Distinguished Alumni Award by the University of Chicago in 2018 and the Public Service Medal in 2023.
Mr Andrew Lim
Mr Andrew Lim is a Partner, and previously Co-Head of the Corporate Mergers & Acquisitions Department at Allen & Gledhill. He has advised clients on numerous market-leading corporate and merger and acquisition transactions. He also advises clients on corporate governance, regulatory and compliance matters. His clients include MNCs, listed and non-listed companies, financial institutions and private equity firms.
Mr Lim was called to the Singapore Bar in 1986. He was an Associate with the firm in 1988/1989 before spending time as an investment banker. He rejoined the firm in 1993 as a Partner.
Mr Lim serves as a Board Member of Sentosa Development Corporation, and on the Governing Board of the Duke-NUS Medical School. His current directorships include Jurong Engineering Ltd, Constellar Holdings Pte Ltd, EDBI Pte Ltd, Pacific International Lines (Pte) Ltd and Weybourne Holdings Pte Ltd. He is also a Fellow of the Singapore Institute of Directors, a Member of the National University of Singapore Law Advisory Council and a Co-Opted Member of the Innovation & Enterprise Committee of National University of Singapore.
Mr Lim is consistently recognised for his leading expertise in various publications including Chambers Global, Chambers Asia-Pacific, IFLR1000, The Legal 500 Asia Pacific, Best Lawyers and Who’s Who Legal.
Mrs Stephanie Gault
Mrs Stephanie Gault was the Managing Director of Health & Public Service at Accenture before she retired from Accenture in Oct 2023. She has more than 30 years’ experience working with large organisations and governments in Asia and the US. She specialises in designing and implementing solutions that improve people’s ability to achieve significantly better business results. Her experience includes architecting and delivering large change programs and implementing technology solutions to enable clients to be digitally empowered and make data-driven decisions.
Mrs Gault is the proud recipient of the Public Sector Medal Pingat Bakti Masyarakat in 2021. She previously served on the Board of Directors for the Civil Service College, as well as Accenture’s CEO Advisory Council and Accenture Management Consulting Global Women Business Advisory Board. She has a Bachelors of Science in Management Science and Computer Systems from Oklahoma State University, USA. She has also completed IMD’s Executive Leadership Program.
